José Fernando Florez

José Fernando Flórez ist wissenschaftlicher Mitarbeiter der Universidad Externado de Colombia. Dort absolvierte er bis 2005 ein Jura-Studium und spezialisierte sich 2006 in Verfassungsrecht (Master) sowie 2007 in Public Administration and Policy (Master). Derzeit ist er Doktorand der Politikwissenschaft an der Universität Paris II Panthéon-Assas.
Flórez war 2008 Gastdozent an der Universidad de Buenos Aires und der Universidad Autónoma de México, sowie von 2009 bis 2010 Visiting Scholar der University of Columbia in New York.
Neben seiner wissenschaftlichen Tätigkeit arbeitet er als Journalist für die Wochenzeitschrift Semana und die Online-Plattformen Razón Pública und La Silla Vacía. Darüber hinaus betätigt er sich als Filmkritiker (www.ochoymedio.info).
Als Journalist und Wissenschaftler hat er eine Vielzahl von Artikeln und Aufsätzen zu den Themen Staatszerfall, Demokratie, Staatstätigkeit, Präsidentialismus, Wahlsysteme sowie zu politischen Parteien und Herrschaftssystemen in Lateinamerika verfasst

The dialectic of "failed states" meant a rediscovery of the state with great virtues, such as the implementation of an interdisciplinary toolbox which allows the construction of a rich and panoramic overview for its understanding. But it also raises serious difficulties due to the politicization suffered by the debate about state weakness after the 9/11 attacks.
Thereafter, the manipulation of an initially academic concept by the U.S. foreign policy agenda focusing on security and the war against terrorism, ended up by turning it into a new pretext for intervention in internal affairs of sovereign and weaker states, impoverishing the notion of “failed state” to such an extent that it became analytically unusable.
 Colombia -as a state facing great challenges- has not been able to avoid the debate. On the contrary, it is a case that illustrates very well the advantages and shortcomings raised by an idea that aspires to be scientific but at the same time suffers from methodological weaknesses, while it has a strong ideological charge and raises serious political implications.
