Dr. An Vranckx

Dr. An VranckxAn Vranckx holds a Ph.D. from the Vrije Universiteit Brussel (VUB) and is affiliated with the Conflict Research Group and Department for Third World Studies at the University of Ghent, Belgium. Apart from a lecturer at several academic institutions in Belgium and abroad, she is a science for policy practitioner with a track record of research for civil society groups, governments and UN bodies. That research covered an array of security issues, often with a regional focus on Latin America and a thematic focus on non-state actors.

Her academic publications include an epistemology monograph on science for policy, and articles on matters as diverse as the appeal of complexity diverse, arms brokering control, legislation to persecute feminicide and enforced disappearance, and European policies toward the Colombian conflict.

Colombia was a weaker State at the turn of last century than it is today, but not for lack of a regulation on arms possession and trade. In fact, a remarkably rigid legal framework was in place that set laboratory-like conditions to observe how illegal armed groups procured arms. Findings from independent research into their arsenals and judicial proceedings against arms traffickers are well worth reporting, as these present a challenge to common hypotheses on the ties that connected paramilitary forces to the Colombian State. Such findings may also offer a clue on how the AUC ended up with that many European-made arms and whether depletion of their ammunitions stockpile may have strengthened their motivation to negotiate demobilization. Similarly, the assumed re-emergence of AUC as Bandas Criminales Emergentes can be revisited and placed in an innovative light when a keen interest is cultivated in the arms that each of these groups have been swaying.
